England Table Tennis Drops the Supervision Exemption: The DBS Form and the Volunteer Equation

On a Tuesday evening at a table tennis club in the East Midlands, the club welfare officer places a thin stack of paper on the table. On top is a DBS form for a coach who has run the junior group for three seasons and has never had to fill one in. The session has not changed. The role has not changed. The children at the tables have not changed. Only the law has.

On 1 September 2026, the Crime and Policing Act 2026 removed the supervision exemption from the legal definition of Regulated Activity. Before that date, a volunteer or coach working with children but always in the presence of another adult did not require a DBS check. After it, supervised roles are treated exactly the same as unsupervised ones.

To explain the change to clubs and leagues, Table Tennis England is holding an online webinar from 6pm to 7pm on Tuesday 29 September 2026. It will be led by Kyhl Daly, the governing body's Designated Safeguarding Officer. Three blocks of content: the regulatory change and what it means for individual volunteers; Table Tennis England's DBS processes; and the role of the DBS check in safeguarding children in table tennis. The invitation is aimed at Club Welfare Officers, club or league committee members, and anyone who volunteers regularly with children.

The word supervised used to be a gap

DBS stands for Disclosure and Barring Service, the body that issues criminal record checks in England and Wales, ranging from basic to standard to enhanced with a barred list check. Regulated Activity covers frequent, intensive, direct contact with children or vulnerable adults at a level that makes an enhanced check with a barred list check a legal requirement. Anyone on a barred list cannot legally be placed in such a role by a club.

The gap sat in the word supervised. Under the common reading, if activity took place under continuous supervision by someone already checked, the person doing it was not in Regulated Activity, and the club had no legal duty to run an enhanced check on them. In a village hall with four tables and fourteen children, continuous was the hardest thing in the whole file to verify. It depended on whether the supervisor was in the room or merely in the building, standing at the same table or sitting by the drinks counter.

The arithmetic of a small club

Take a hypothetical club of 70 members, 12 adults involved in running and coaching, seven of them with junior duties. Before 1 September 2026, five of those seven sat in the supervised category and needed no enhanced check. After 1 September 2026, all seven are in the same category. The list of forms to run grows by five.

That sounds small. But each DBS file takes roughly 40 minutes for the volunteer to complete and verify documents, plus 25 minutes of club administration. Five files is nearly 5.5 hours, before waiting time for results and the phone calls to persuade someone who stopped coaching two seasons ago to come back and sign. The fee for a volunteer check is lower than for paid staff, so money is not the bottleneck. The bottleneck is the time of the very people keeping the club alive. The number spoke first, but people only listen once the fact has become legend.

Scale it to county level. If a county has 25 to 40 active clubs, and each club generates four to six extra files, the total lands between 100 and 240 files in a single season. The person handling that is usually an unpaid volunteer who also schedules leagues, collects fees and answers parents' emails. Systems do not break at the legal stage. They break at the people stage.

A webinar as a data checkpoint

The webinar on 29 September 2026 is worth more than a regulatory briefing. It is the checkpoint where clubs can ask four things clearly: whether clubs must re-run checks on long-serving volunteers or only on new ones; who signs off that a role is no longer considered supervised; whether Table Tennis England requires a re-check cycle, given that a DBS certificate has no expiry date; and whether the administrative cost sits with the club or the county association. A season is a sequence; crowds watch the match, I watch the pulse of the market.

In my own files on junior competition systems in Asia, those four questions decide whether compliance takes shape or stays on paper. Clubs are not afraid of filling in forms. They are afraid of filling in forms without knowing who reads them, who stores them, and who carries the liability if something is wrong.

Why English table tennis follows football and gymnastics

English football went through a comparable wave, with the Sheldon review into child sexual abuse in football published in 2026. Gymnastics went through the Whyte review, published in 2026, followed by a set of mandatory reporting duties. In 2026, the Police, Crime, Sentencing and Courts Act extended the position of trust concept to sports coaches, meaning sexual contact with a 16- or 17-year-old inside a coaching relationship is treated as an offence.

The pattern across these sports is fairly clear: after a media shock, recommendations turn into conditions for recognition. English table tennis is a sport with a high density of volunteers, a thin administrative budget, and a large share of activity happening outside dedicated facilities. A change in the national legal definition that reaches this level will often stop at the tables inside a district sports hall.

Supervision does not equal safety

The easy mistake is causal. Removing the supervision exemption closes a legal gap; that is different from closing the risk gap. Emotion writes the script, data draws the map. I only draw maps.

Risk in youth sport is distributed unevenly, away from where the paperwork is. It concentrates in one-to-one lessons, in halls rented by the hour, in online coaching, on trips away from home, in small groups that form outside the club system. A DBS certificate is a snapshot of a criminal record at one moment, not a behaviour monitor, and it does not expire. That last feature makes the update service a more important tool than the certificate itself.

With nine-tenths certainty as my threshold, I split the impact into three scenarios. Around 70%: in the first 12 months the visible outcome is administrative churn, with no measurable change in incident-reporting data, simply because that data is barely published. Around 20%: clubs under 100 members record a fall in junior-section volunteers, as older adults balk at the process. Around 10%: county associations make a DBS compliance rate a condition for renewing membership, and only then does clean enough data exist to judge.

The remaining tenth is where I will not call it. If the volume of checks triples while reported cases stay flat, the correct conclusion is not that checks are useless. It is that the reporting system was never measuring what it needed to measure.

Signals to watch in the next cycle

For Vietnamese table tennis and the wider region, the change is a preview. Once a criminal record check becomes a condition for club recognition, the cost of grassroots sport stops sitting in tables and balls and starts sitting in personnel files. Places with unpaid committees will feel it first.

I will track four indicators: new volunteer registrations at county level in the 2026-2027 season; average time to complete a DBS file at small clubs; whether county associations publish compliance rates; and whether other racket sports in England adopt the same definition. When the stadium empties, data is the only spectator that does not leave its seat.

A new rule only truly takes effect when it appears in the spreadsheet of the administrator, not in the press release. The next cycle will not be measured by the number of forms submitted, but by the number of people who leave the volunteer pipeline because of them. If the second number grows faster than the first, English table tennis will have changed the law and lost the people who teach children.
